City of Ottawa, East Stevenson Road, Baker Road and MBL Drive Drainage and Roadway Improvements

The proposed improvements consist of widening, resurfacing and reconstruction of the existing streets to truck route standards with construction of curb & gutter, storm sewers and regional detention pond along with installation of pedestrian crosswalks, signals, and sidewalks at the intersection of IL Rte. 23. Major items: Earth Excavation 19,900 cu.yd., Topsoil 23,800 sq.yd., Storm Sewers 10″ – 36″ 6,400 ft., Manholes 34 ea., Inlets 65 ea., Agg. Bse. 4,350 ton, P.C.C. Bse. Cse. 2,350 sq.yd., P.C.C. Drives & Sidewalks 3,050 sq.yd., HMA Surf. Rem. 5,800 sq.yd., HMA Bse. Cse. 4″ 5,920 sq.yd., HMA Binder, Surf. & Incidental 4,675 ton, Conc. Curb & Gutter 11,555 ft., Pav’t Marking 11,575 ft., Electrical Cable & Conductor 3,300 ft., Pedestrian Sig. Head & Push Buttons 11 ea.

Bid Opening: 10:00 am on September 9, 2025.

All proposals must be submitted on the forms included in the bid documents and must be accompanied by a Bid Bond, in the amount of 5% of the total amount of the bid, payable to the City of Ottawa.

This project is funded in part with grant funds from the Economic Development Administration. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. 

Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214].

The CITY OF OTTAWA reserves the right to reject any or all Bids or to waive any informalities in the bidding.

Bids may be held by the CITY OF OTTAWA for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.

The Contractor shall conform to the requirements of a “Responsible Bidder” as defined by City of Ottawa Ordinance No. 062-2022. All Contractors and Subcontractors must register ($100.00 fee) annually to work in the City of Ottawa. Contractors must also furnish a license and a $10,000.00 permit bond.
